If Dokken was trying to be funny, I'd like theirs a lot more, but I don't think they were. I have to go with British Steel. It's not great, but in 1980, I don't think it was probably as clichéd looking as it seems now.
I like both alright and both are very 80's. I think I prefer the Priest one just because it makes better use of the entire space of the cover.

I'd say Priest - classic album.
The Dokken paw just looks cuddly to me. :) The Priest cover is cheesy, but in a cool way.Plus, musically speaking, the Priest album is infinitely superior.
