Painkiller is such a sweet cover, and it holds memorable value to me. So I have to go with Priest on this one.

I like both, but I really used to stare at that Dio cover when I first bought. Actuallu I even stared at the back cover so Dio it is.

The Painkiller cover is fun (my non-metal fan wife thought it was cool when she saw it) but the dragoncycle is a little too goofy in comparison to the more elegant Dio cover.

I have to partially agree with Andy's comment regarding the goofyness of Painkiller's cover, but it's just so honest and pure. Priest believed in that cover and put it out, despite the fact that it must have been obviously cheesy at the time. On the other hand, Last in Line is amazing. I'd really rather not decide, but with Priest being my favorite band of all time, and Painkiller being a real important piece of their catalog, I'm more inclined to go with Painkiller.

I like the Dio cover. The Painkiller cover is as forced as the music. I liked it when it came out, but it's a struggle now.
